Show Me the Money!

On April 1, 2014 the AFGE SSA General Committee filed a grievance (GM UMG 14-01). The issue was the disparate impact of the Agency’s  application of the PACS appraisal system against minority and disabled employees, as evidenced by the distribution of ratings in FY 2013 appraisals to AFGE bargaining unit employees.

The Union’s review of the data reveled that minority and disabled employees received a disproportionately lower share of “Outstanding (5)” appraisals than non-minority and non-disabled employees.

On June 18, 2015 a Settlement Agreement was reached between AFGE and SSA which states:

Within 90 days of executing a settlement agreement for GC UMG 14-01, the Agency will issue a payment of $300 to ALL current bargaining unit employees  who received an overall 3.5 element average for the FY 2013 appraisal cycle.

All award monies must be paid by September 18, 2015.

This settlement is not limited to the cash awards to MANY employees that is HIGHER than the minimum ECSA award amount of $200.00, it also puts in place future safeguards to promote equity in the future ratings. More Appraisal grievances were settled with a higher rating for employees based on AFGE finding of disparity during this process.
AFGE is currently in discussion with the Agency over a similar grievance for FY14 appraisals ratings. There are plans to meet this winter to discuss reform or replacement of PACS.
      THE FIGHT IS NOT OVER.
